There is nothing to do like requesting and all. You just have to pay for the extra luggage. The information provided by Gerd P is correct. You have to pay SGD 16 per kg for the luggage.

If there are special circumstances, for example you're moving to India permanently, they SOMETIMES allow you a LITTLE extra free. But 20 kg is an absolutely standard weight for Economy class. If you carry more, expect to have to pay quite a lot. Smile and look pitiful, and they MIGHT let you get away with a kilo or two, but they are not obliged to let you carry even one extra ounce free.
