They know that these people are talented, fully trained and experienced. Unless your networking skills are well developed, it will be difficult for you to secure the services of a good reputable agent without extensive training and/or experience. As Sage says, to get an agent you'd need a really impressive resume - and they won't be impressed if you've tried to teach yourself, and have not attended a good acting school. One-to-one coaches are useless for beginners. They would expect to see a long list of plays in which you've taken leading roles as well - I know actors who have been the leads in over 50 plays with really big community theatres, in short films, student films - loads of stuff - and they still can't get an agent. Also, 17 is a bad age to get an agent. When directors want a teenager, they'll always go for a really experienced child actor who's been with their agent for many years, or a drama-school graduate of 21 or over. I'd recommend getting into a good acting school and joining a good community theatre over the next couple of years - then you'd be ready to get a good agent. Good luck!

Put together your resume, your head shot, and a reel if you have one (of your commercial work or voice over). And then you send your information to agencies. Be aware that they get submissions all the time, so be patient. Sometimes it takes a good long time. In the meantime, continue your craft in LA; try to do lots of performances in the myriad of small houses around town. Keep studying. If you're in LA you're going to be making contacts, and that's a large percentage of getting an agent. And a legit agent will be licensed, and will never ask you for money, or demand that you use their photographer or pay for their classes.
