To get a good agent in LA you need talent, quality training, experience, marketability and good connections in the industry AND you need to be able to legally work in the United States as an actor. You can't just come to the US and work - you need the necessary work visa/green card/whatever to legally work here as an actor. You can't work on a student visa, visitors visa or green papers to work in another job. And it is very challenging to get the necessary performance visa. Getting an agent and building a strong reputation in South Atrial would be a start.
