Answer:
No. Canadian PR status is only valid in Canada, irrelevant elsewhere. If you are not a citizen of UK, you apply as a foreign student. If you are UK citizen who does not reside in UK, you don't qualify for tuition fees, etc, at the rates for resident UK citizens. It has to do with your parents living in UK & paying UK taxes!

Nice people have answered. I just wonder why you did not contact any British embassy or consulate for the most correct information. You need to submit documents there anyway as part of the application for a visa. Would you not agree?
