  If you have been studying in the field, reading the research, then you know who the leading professors/researchers are in your area of interest & who you want to work with. If you have not been reading the professional literature, you are not prepared to go to grad school, especially not for a doctoral degree! As for funding, it's up to you. Professors generally choose their research assistant or teaching assistant from prior year students, and obviously the best one in the class. Unless your country of citizenship has a scholarship or financial aid program for the country's "best & brightest" overseas, or your research to date has garnered serious professional interest, don't count on getting any financial aid, and do not expect any stipend for your living expenses.
