  Yahoo Contacts does not support importing contacts from a .txt file. We don't disclose, or disable, the specific limits on the number of emails you can send, or the number of contacts you can email at once. We have these limits in place to reduce spam and misuse of Yahoo Mail. If you need to send a higher volume of emails, try using Yahoo Groups for sending higher volumes of messages with mailing list distribution options.
