Problem with sending emails with Hotmail?

When sending emails it appears there is a problem sending them. Msgs timeout/emails in drafts/sends addl email?

    A friend told me to get in touch with the company that manufactures the computer to see if there are compatibility issues/updates needed to get your emails to send. Are you on a public computer?

I'm having same problem, all this communication technology and we can't even communicate with Yahoo. Ever since they changed to new settings, I've had problems with basic just trying to send or reply to emails. Also fed up with their 'security' questions trying to get our phone numbers, it doesn't stop accounts from being hacked all it does is infect more of our email accounts.
