Answer:
The 1099-C is issued when the debt is reasonably determined to be uncollectible. That is not necessarily the point at which they stop attempting to collect on the debt although that can be a factor.

You can contact the IRS, and tell them that the company did not send you the form. There is no reason why they are "late". They could just as soon fax it to you, if you have a number for them.
