    They didn't. Now you can comment on ANY answer BEFORE OR AFTER you choose it as best answer. They removed the comment box because it was redundant and used more bandwidth to display a an unnecessary comment box. You CAN STILL comment both before and after as long as you choose a best answer. Once you choose a best answer, noone who has ALREADY answered your question can edit OR DELETE their own answers or comment on another answers EXCEPT YOU because you chose the bet answer and resolved the question. people can STILL ANSWER your question IF they have not answered it before you chose a best answer AND GET 2 POINTS for answering a question YOU resolved by choosing a best answer.

That's one of those ... 'enhancements' (?) they like to inflict on us every so often. At least this time, they explained it: http://yahooanswers.tumblr.com/post/83806633391/enhancements-to-commenting-and-rating Any user can comment on any answer at any time. Does not matter whether it's the asker, the user who gave the answer, another user who answered the same question, or just someone passing through who wants to leave a remark on an answer. Also doesn't matter whether a Best Answer has been chosen or not ... anyone can comment on any answer (I just tested this. I'm positive). So you (the asker) can still comment on the answer you're choosing as Best Answer. It's optional (it used to be mandatory to type something in the Asker's Comment box), but you can leave your comment below that answer (and/or any answer), either before or after resolving the question.
