    You're overthinking this. If you are NOT advertising for a site or your own page on a site, and the link is to show some relevant information (like Wikipedia for source info, or a news site about a story, or whatever), then you can put a URL in a question or answer. You see a lot of people post the link to a photo here in the "do you think I'm pretty?" threads and since it's self-promotion those get yanked quick. If you have a quote, you can cite the source -- and that includes on someone's site.
