Itchy eyes in winter?

Does the sun in winter time affect the eyes any different then the summer time sun does ?

The summer sun has stronger sunlight, but the winter sun may appear bright if it reflects off snow.

If you live in an area with snow, you're getting the reflection off of the snow in addition to the overhead sun. It will be brighter to you because of the extra reflection. The light isn't brighter (it's actually more diffuse) but because of the reflection, you get double of that smaller dose.
