Work permits are issued at the federal level from the same people that issued your tourist visa. NO company going to go thru the trouble of applying for a work permit for you. You will get a 10 year barred from reentering the United States as soon you leave the country and once the 10 years is up. You apply for a visa and again...most likely all your non-immigrant visas will be rejected for your history of disrespect our immigration laws.

Work permits are not issued by states they are issued by the federal government. So in CA you would have the same issue as you have in NY, which is that, as "Brother Hesekiel" said, you are "out of status", in other words you overstayed your visa and are now illegal. Meaning that no US company is going to hire you. Basically your only chance to either work or legally stay in this country is to marry a US citizen. Other scenarios may be possible but unlikely. visit www.uscis.gov for more information.
