Can I get my state ID with my passport?

My friend wants to go with me to Mexico. He doesn't have a passport. Can he use his state ID to get back into the US?

    He will need a passport just to get out of the U.S. (I assume that is where he lives) and yes, they check the passport. I was just in Mexico 3 months ago.

No, I'm afraid not. if he goes, they're very likely to tell him to go to the nearest US consulate and get a passport.

He will need a passport if he's a U.S. citizen just to enter Mexico if you two are flying (you may make it to Mexico without a passport if you two are driving there). However, to come back to the U.S., U.S. customs will make him "prove his worth in gold" by showing an authentic, valid and unexpired U.S. passport. The only exception, I think, is if your friend is under 12 yo and entering by land; then a birth certificate will do. The days when one could go to Tijuana or Ciudad Juarez, get drunk at the bars and then come back with to the U.S. with just a birth certificate, State ID/DL or School ID are long gone. You can thank 9/11, George W. Bush and the WHTI for that.
