How can I apply for American and Filipino dual citizenship?

    No. Not eligible. Philippines military personnel during WW2 were paid the same rate as American active duty personnel - equity in their pay while on active duty instead of pay at Philippines' rates. They were also honored with US citizenship after the war. Veterans benefits are ONLY for those who actually serve. Nothing ever passes on to any heirs, etc.

It is very hazy, the only thing I could find is a one off lump sum payment being offered and from what I could see it does NOT get passed to kids / grand kids........ ETA Guru, if you look it up they signed something in a few years back but does not appear to be for families to be able to claim, the actual EQUITY bill failed by 9 votes but they seemed to have something else as a one time payment lump sum.
