You are all wrong on Florida's motorcycle insurance requirements! Florida does NOT require proof of financial responsibility when registering a motorcycle! You would be very smart indeed to have insurance on your motorcycle though. Yes you need insurance, even if its a 49cc moped.

You need, at the very minimum, liability insurance. Anything else is up to you and how much you want to spend. (Comprehensive, full, medical only, etc.) Anything 50cc and over that is street legal, is considered a "motorcycle." However, in general, 50cc-150cc is usually more of a scooter/dualsport/dirtbike, however in legal terms it is still a motorcycle.
