I'd probably use the dodge tool in Photoshop to lighten to stain. You can try it with Gimp but Photoshop dodge and burn tools are better, they can preserve tone.

In Adobe Photoshop, that is called the CLONE STAMP tool, which does as you describe. Adobe costs money, so I suppose you do not want to buy that. GIMP is a free download and I'm sure there will be a tool in it that will allow you to do the same thing.
