What is a Vector Image?

If I vectorized the same image someone else did and it looks similar to what the other person's vector looks like, is that plagiarism?

    Yes, it would be plagiarism, or copyright infringement, to do that. Minor changes that don't make your logo distinctly different from theirs doesn't make the image yours. The owner of the original has the legal grounds sue you for copyright infringement if they notice you are profiting from their original image, as can the company who has the similar logo because your logo looking so similar would create a conflict of image.

If you take someone's original work and use a software filter on it, that is plagiarism. I doubt "the image" is in the public domain, unless it is a hundred years old or so.
