Routers has a WAN IP to the outside and LAN IP to your private network. Whether a modem has an IP depend upon the type of modem and whether it has a built-in router. The first DSL modem I have was a bridge modem that had no IP. It was merely a bridge between ethernet and DSL on the phone line and actual networking was done with PPPoE tunneled through that. But now I have a DSL gateway which is a wireless/router/modem that handles the PPPoE connection with PPPoE IP and has a private LAN IP for wireless or ethernet LAN. Some cable modems are simple modems and some have built-in router.

Your router has two IP addresses, a private one and a public one.
