I had that problem shortly after I first bought my 64-bit Win7 Home Premium desktop in 2010. I do not remember the exact solution I found on-line at the time, because I did not remember it being this involved. But I know that it involved booting into Safe mode and renaming some files. Reformat your laptop or find a way to slave the hard disk to another laptop and pc and fix your problem.

(read the comment section in this video as well). You need to be an administrator to access and change the HKLM area. That can be your user account if admin or the default Windows Administrator account (if you haven't disabled). If you disabled the default Win Admin account then do a search on how to re-enable it or create a new admin acct. Your data is located in "?:\Users\<Profile Name>\ Chances are you'll need Desktop, Downloads, Documents, Music etc. Click each subfolder and grab what you need. HOWEVER again since this is likely your Admin acct, using a Standard User account will probably not allow access unless you "Take Ownership" (a entirely different problem that you would have to web search). In either of these cases you should back your data up first. What I generally suggest to people when first buying a PC is to disable the default Win Admin acct or give it a strong password, then create a custom admin acct with a strong password then create themselves a standard user acct. The custom admin acct is for situations just like this and doing admin-related tasks such as application installs. You'd use the standard acct for everything else.
