Is this good for a gaming pc? What would need to be upgraded?

Well, unfortunately that PC will not run BF4 even on the lowest settings. I had a similar PC just for a project and the PC only just ran Minecraft at ultra at around 40 fps. I presume this is Ebay due to the wording and the all CAPS. Avoid the majority of Ebay PCs as they are very unbalanced for the money they cost. I suggest looking at building your own, it is really not that difficult and it feels really good when it boots for the first time and also if you're on a budget then building is the best way to go. However if you do not want to build your own computer look at other websites. Just type in custom PCs in Google and you'll find many sites which will do what you want. Good Luck but that PC will not run BF4 and mainly Ebay PCs are unbalanced

that Graphics card could use some upgrading, but as for its current state, its a pretty good computer.
