What should I look for in a digital camera/ video camera?

You mention film, VHS, cctv and digital and all three of these are totally different formats and have subcategories within themselves that all have totally different looks! Since your concept of what you actually want is vague, why not just pick up any old camera that you an afford off eBay and see if it does what you want until you find a few that work? If you want the camera to be built/designed well but want an old look (of whatever type), I would suggest looking for old/vintage professional video/film cameras as oppose to consumer grade ones. Outside of this, yes, as has been suggested, you can simply use a modern video camera and apply digital filter. However, if you do not have a clear idea of the look you're going for, it is likely that any such added effect will just look like a mess to anyone who knows what they are looking at!
