    Your ISP can't give you a Private address, they can give you a Static Public Address, but that isn't going to help with you Network Address Translation Type. That is set on your Router.

How are you connected to the Internet? I'm not familiar with the PS3, but a private IP address is just that: private. It is a valid, non-routable address that you assign yourself. No company provides it. NAT only applies at your gateway when your transmissions extend beyond your local-area-network or subnet into a wide-area-network.
