  I don't have Photoshop, but I can do this in another program. Draw a boundary around the smaller picture with a rectangle tool. Open the menu with the Free Scale function in it (Image?) and click on that. The corners of the rectangle now have little squares on them. Using the mouse pointer, drag the squares to enlarge the selection as required. Next, you either click on the background picture to remove the outline, or you go to the Edit menu and select Copy followed by Paste. If the pasted selection isn't in the right position, you should be able to drag it there. The program I use for this procedure is Logitech's FotoTouch Color: designed for Windows 3.1, it still works in XP. Hope this helps.
