Honestly I recommend C++ for beginners... Just understand the concepts before digging too deep into the code or attempting to write something with the windows API. If the plugin you want to make does simple processing then it should be a piece of cake. If you are new to programming I suggest not starting by making a plugin for an existing application unless you fully understand the applications documentation.
