  Without something in place prior to loss/theft of the phone, Android has no way to do what you want. iPhones and Windows phones come with this functionality as part of the OS. I can get to my Windows phone from any computer with an Internet connection, and can then try to get a location, lock the phone, or completely erase it. It also has a locator alert, which sounds a very loud and annoying alarm from the phone. That part is more useful if you lose the phone in your house, but could be useful even outside the house.
