Even if it were icing and not fondant! http://www.tsa.gov/traveler-information/traveling-food-or-gifts The foods that are prevented from coming in internationally are uncooked fruits and vegetables. The foods that are not allowed on planes are containers of jelly, syrups, etc. that are more than 3.4 ounces and/or unable to fit in your quart sized ziplock bag. But as you can see, cakes and pies ARE allowed!

No. You are asked on the customs form if you are bringing food. Some packaged foods are ok, if they've been packaged and sealed professionally. The problem is with the bugs and diseases that hitchhike on the food. They will confiscate it at customs.
