You need to apply for a UK visitor in transit visa if your only intend to enter the UK is to get to your cruise within 48 hours and to get back on your plane within 48 hours after disembarkation from your cruise. https://www.gov.uk/transit-visa/visitor-in-transit-visa A general visitors visa for the UK is required if you stay for more than 48 hours or you also plan tourist activities during your stay in the UK. https://www.gov.uk/general-visit-visa You also need a Schengen visa to be able to get on your cruise. Where to apply for the Schengen visa depends on where you stay for the longest time. If the majority of ports are in Spain you need to get the visa from the Spanish authorities, otherwise from the Portuguese. http://www.vfsglobal.com/spain/philippines/index.html
