    Interwar period in Europe saw rise and fall of democracies, but there is also huge difference between autocratic republic and totalitarian country run by right/left wing extremists. Democracy in 1936 existed in France, Czechoslovakia, Switzerland, Belgium, Luxembourg, Netherlands, Great Britain, Ireland, Sweden, Denmark and Norway. Autocratic kingdoms with strong position of royal monarch were in Yugoslavia, Albania, Romania, Greece, and Bulgaria. Presidential republics that were not democracies due strong presence of military or lacked free elections were Poland, Estonia, Latvia, Lithuania, Finland. Totalitarian fascist countries were Spain, Portugal, Italy, Austria, Hungary, and Germany. USSR was only communist country in Europe before WWII. There is also a difference between these groups. Poland was autocratic military dictatorship, but it was not totalitarian country like Germany or Austria. Polish culture, education, and civic life actually prospered until 1939. The same is valid for Latvia. Romania and Yugoslavia were formally constitutional monarchies, but they were leaning to right with strong reactionary military element in them.
