In Colorado, if you are 21 or older, do you need a drivers permit before you get a license?

    When you turn 18 you can just go and take your driving test without having to get a permit. However if you decide to drive beforehand without a permit or license and a cop stops you, you will get in trouble. Just tell the people you're taking the test with that you haven't drove yet so they don't immediately put you on the busy street.

Yes you do. You can not drive without either a drivers license or a permit. In order to get a drivers license you have to take a driving test which of course involves driving.
