    First of all, don't you have a water meter to measure your usage so they can bill you for the amount you use? If you don't have one yet, you can bet they are making plans to install it. Also, your neighbors will turn you in or someone from the government will drive around and notice yours is the only yard that looks well-watered, even if they don't see your sprinklers running. They will start watching you to see when your sprinklers come on. My mother had a $400 water bill last month because her sprinklers were apparently running too long, and we live in a drought area where they are raising rates and doing everything possible to force people to conserve water.
