True railroad ties are treated with creosote. They will smell like tar when they get hot. You won't be able to seal them with anything, but more creosote. Creosote may leach into anything it comes in contact with, because it is tar based and creosote will give you chemical burns if you get it on your skin. NOT a good idea. Just use pressure treated pine.

make sure the railroad ties are natural. The true railroad ties are soak in nicotine, diesel oil, and other chemicals. They leach poisons into the soil. Please use natural ties.
