I haven't played Pokemon TCG in about 8 months, so I'm not entirely sure which cards are still allowed in this rotation, but I know that there was some very good draw power when I played, namely N and Prof. Juniper, both of which would allow you to replenish your hand easily. You're far better off using these big draw cards as opposed to energy searching cards, because drawing into a fresh hand of energies + useful trainers/pokemon is always better than just searching energy cards. I mean if you're in a tricky situation with pretty much no hand left, you're far better off drawing a card that replenishes your hand as opposed to a card that just searches for energy. Aside from that, you need 4 Rare Candy, 2 is too inconsistent, especially with very few draw cards. Fairy Garden is also fairly pointless, you would be better off with a couple more copies of Keldeo EX and Float Stone, since they effectively do the same thing, but can also do this regardless of your opponent's pokemon's abilities or status conditions. Just Rush In and then retreat with Keldeo. I don't think you'll like my next bit of advice, and I may be wrong considering I don't know any of the Fairy type pokemon cards, but you should really not be trying to mesh the two deck ideas together. It should be either a Fairy/Xerneas Energy-Accel. deck or a Blastoise Energy-Accel deck. I'm sure that they both do a fine job individually, so why try and push the two together into some kind of hybrid? Once again, I don't know if there has been a rotation, and if so what has been taken out, but when I played Blastoise/Keldeo EX/Black Kyurem EX was pretty broke, you'd power up your Kyurem and it'd just OHKO any Pokemon unless it has a 2x resistance to Dragon and over 100HP. The deck really synergised well, which these two themes don't seem to do so much. Like I said though, I haven't played in a while, so perhaps I am wrong. But I can tell you for certain that maxing out on decent Draw Power cards will always be better than cards that search energy.

If you only have one Wartortle and 3 Blastiose that could be a problem but other than that it looks like a powerful deck
