How to improve my reading, comprehension skills?

Reading means understanding, not just recognising the words or being able to sound them out. I can sound out the the words of a page of Russian text quite fast but I don't understand a word of what I am saying so I am not actually reading. What is more, reading means understanding the text at all levels i.e. what the literal meaning of the text is, what its metaphorical meaning is and what the writer has left unsaid. The best tactic is to question the text as you are reading and summarise what you have read in your head or reflect on it every few paragraphs. That way you are not tempted to skim over the text and think you have read it.
