first off, if you live in a major metropolitan market, it is unlikely that there is any "free space" in the broadcasting band for your project. second, you can buy FM radio headphones at the dollar store for $1, that is far cheaper than anything you can construct yourself. if you get that, then you will only need to construct the transmitter, for which you have already found plans.
