    It would appear that quite a lot of the circuitry is still active -- and rather noisy -- when the unit is in standby mode. It is likely that the standby switch only mutes the input. This is a legitimate, but extremely cheap, way to do things. There is no chance that any damage will occur, but I wouldn't like to live with something of that sort. Ask either the manufacturer of the amplifier or a local audio repair shop if there might be some inexpensive way to eliminate the noise.
