Does getting money out of a Roth IRA need signatures from both husband and wife when it's a joint account?

I don't know what type of account you "think" you have, but if it is a "joint" account it is NOT an IRA ("individual" retirement account). See IRS Publication 590. Do you get a 1099 after the end of each year for that account and what does that say? If it is your IRA and she is just a beneficiary of it, she herself could not draw anything from it until you die. If it is some other sort of joint savings account, either party could withdraw from it. So don't put all "your" eggs in one basket.
