How does one submit a suggestion to the airlines?

    Individual airlines, but that doesn't mean they will listen. Why not create a prototype, patent the product and market it to the airplane interior manufacturers? Go and rent time on a 3-d printer.

You would need to contact the individual airlines. Airlines usually choose the interiors. Sometimes the airplane manufacturer installs the interior the operator selected and sometimes interiors are installed by companies that specialize in manufacturing and installing interiors. Alternatively you could try contacting some companies that build and install interiors.

The airlines have no control over that. Try the plane manufacturer. Don't expect a warm welcome though.
