My 1999 dodge grand caravan won't start?

Does the clockspring on a 1999 dodge caravan have anything to do with why it won't start? replaced battery & starter?

    A faulty clockspring on a caravan normally causes the air bag light to come on,the horn won't work,and the cruise control won't work.I know this because my parents caravans clockspring has been out for 2 months.Faulty ignition switch,neutral safety switch,shifter not bein in park,blown fuse or relay in starting circui.First thing to do is make sure you have fuel and spark.If no fuel,remove fuel pump relay,use multimeter and test for battery voltage at relay connecter.If no voltage,problem is between connecter and battery or connecter and ignition switch.If you do have voltage,remove fuel pump wiring harness from pump.Test for voltage.If voltage is present,fuel pump is bad.If no voltage,relay is bad or wiring harness has an open or short.If no spark,remove coil pack harness and test for voltage.If no voltage,fuse or relay is bad or wiring harness has fault.If voltage is present,but coil doesn't produce spark coil pack is bad.Check remaining ignition parts for spark.
