Are draft picks in the NFL more valuable to teams than draft picks in the NBA, NHL, or MLB? Why?

    pretty much has it, but I'd add a few additional points. MLB in particular has an additional issue that the draft doesn't even represent the complete pool of players teams might be interested in. It's only a US/Canada player draft and some of the best baseball players are from other countries (mostly Central America and the Caribbean). For international players, it's mostly open bidding -- teams send scouts and/or open baseball academies in Central/South America and sign the most promising players as free agents. Japanese professional players and Cuban defectors go through other channels of their own, but they represent a much smaller pool. The NBA is probably closest in comparable value. First of all, because of the smaller rosters, their draft is only two rounds. If you only get two picks, you tend to guard them more rigorously. Second, many first-round picks in the NBA are capable of contributing right away, much like a high draft choice in the NFL.

The NFL's draftees are more physically mature and exposed to more professional systems than most NHL and MLB picks who can be drafted out of high school. Some positions like QB, DB and WR can take longer to develop into serviceable players, but many others can be accommodated into most pro schemes. College stars can often be impact players right away as well. Immediate outcomes are relatively rare in the MLB and NHL because their minors systems aren't exclusively provided by the NCAA. This is a similar tactic to the Moneyball tactic of targeting collegiate baseball players with good stats but lacking "intangibles" that appeal to old fashioned scouting.
