  Well, first of all, their fall didn't take long, just a few minutes, top. Second, even if they were seen by members of the fleet on Earth, what could they possibly do? they were already in the Earth's atmosphere, so no ship could be send to help them, even if they did, what could a ship do? They couldn't 'catch' them, or stop them with any bean, afterall it's the old Federation from the original series and not the one from 'New Generation', so... there was nothing they could actually do. Third, the Klingons are not 'bad', they are a race of warriors who don't like outsiders and just want to conquer and fight those who try to stop them. The Federation has tried to protect the planets in their way and the ambassadors have already tried to make peace with them, or at least to make a truce and put some limits and boundaries so that they can stay in their part of the universe and leave the rest alone, but as I said before, they are conquerors and can't stay put for long. Khan is not Klingon or Human, he's more like an enhanced human who wants his people to survive, and conquer as well. He thinks he's better than anyone else and he's ready to eliminate those who are not like him. He takes refuge in a Klingon world because he knows the Federation can't go after him there or they would be risking a war with the Klingon. Hope it helps! ;)
