Laws in India: How can one apply for an Aadhaar card, Voter ID card, ration card, and passport if he has no proof of address?

I am a college passout and waiting for joining letter. I got a mail from the company that Passport is necessary at the time of joining or the job offer will be cancelled. I don't have any document for address proof. For applying for any of the above mentioned document requires another document as address proof. I am not a minor so I cannot use my parents document as address proof. I don't have voter id card, adhar card, ration card, passport etc. And Electricity bill, gas bill are not on my name. I know that I should have made those documents when I was minor and I am sorry for that but now I can't do anything now( The time has passed). Please suggest me any solution or my job offer will be cancelled.

birth certificate or school leaving certificate, and a id proof like driving licence will be enough for passport application... If you have bank account then bank passbook can be used as an id proof, you will need to attach your photograph on passbook and ask the bank to add their seal.

What about a bank account statement? Do you have a bank account that reflects an address. It can be used as an address proof at times. I understand that you don't have these documents. The deal is, your permanent address can be considered to be your parent's house, provided you have given it somewhere. Try to get a PAN card made. Put in the address as your parents home. Show the bank statement as the address proof. If you don't have a bank statement, then open a bank account. However, I am sure they will ask you for some proof. What about a driver's license? PAN cards don't show the address, however, drivers licence show it. They csn be used as an address proof. If you don't have anything, please start with the PAN card. Then the Driver's licence. And then the Passport. These are really important documents. For filing tax returns. For proving that you exist as a citizen on India when you travel abroad. Also, negotiate with the company. Start the passport procedure and tell them it is taking time since this is Govt. Procedure. You can apply in Tatkal Scheme. But please get these made.

Aadhar Cards can be obtained without a Proof of Address if you can submit a Proof of Relationship (PoR), and enroll as a member of a family, the Head of which has valid PoI and PoA. I used my Birth Certificate as a PoR with my Dad (Head of Family) address proof. "Even if someone in a family does not have individual valid documents, the resident can still enrol if his/her name exists in family entitlement document. In this case the Head of Family in entitlement document needs to be enrolled first with valid PoI & PoA document. The head of the household can then introduce other members in the family while they are enrolling. In case you do not have above common proofs, Certificate of Identify having photo issued by Gazetted Officer/Tehsildar on letterhead is also accepted as PoI. Certificate of Address having photo issued by MP or MLA /Gazetted Officer/Tehsildar on letterhead or by Village Panchayat head or its equivalent authority (for rural areas) is accepted as valid PoA.Even if someone in a family does not have individual valid documents, the resident can still enrol if his/her name exists in family entitlement document. You can get Aadhaar card using three methods. 1) Document based: You need identity proof. Even your college id card will work. For address proof you can give any of the documents from the below list apart from regular ones: Your photo, name and address attested by a principal of government college. Electricity or water bill which may be in the name of your parents. If you are living on rent, copy of lease agreement would also do. 2) Introducer based: At most of aadhaar enrolment centres there is a Introducer who is a prominent person from the area and knows most of the people there. He is also registered with uidai. He can give his consent. 3) HOF (Head of the Family) based: Here you need a relationship document like Ration Card, ESIC card where your name appears along with your other people of your family. Hey! First step is to get the Voter ID and Aadhaar Card made. Following are practical possibilities. 1. Post a letter in your name to your own address. Once delivered, use the stamped letter as address proof for voter id. For date of birth proof, use your class 10 certificate. 2. All MLA s and Municipal Counsellors have the power to issue an address certificate for residents of their respective constituencies. Carry your rent agreement or parents i'd proof along and get the certificate made which you can use to get voter id or Aadhaar. There are many ways out. You can call me at 0-9717063875 for help. Well, I was in the same boat as you. I didn't have an Aadhaar card, voter id card or ration card (never felt any practical need for any of them) but managed to renew my passport. This is what I did: 1. Is your bank account updated with your current address ( the address where you want your passport to be delivered) ? If not, get it updated. Now, go to the bank (the same branch) where you hold an account (doesn't need to be a nationalized bank - ICICI or HDFC will do fine). If your home branch is in a different city, shift it to your current city (takes around 3-4 days). Ask them to print a passbook for you. Now paste a passport size photo on the passbook and ask them to put a stamp on it. You can use your bank account photo passbook as proof of address 2. For the sake of safety, get another address proof document. If you have a postpaid mobile connection and the address there points to your current address, take print outs of a couple of bills, go to a Relationship Centre and get the bills signed and rubber stamp. Using these two documents I was able to apply for passport renewal under Talkal scheme
