My second semester GPA is lower than first semester. Will this hurt my college application?

I am a high school sophomore. My first semester GPA is 3.99 but second semester is 3.90 since I have harder classes. Will this hurt my college application?

no it won't. you have two more years to raise your gpa. you will be doing the college application during your senior year. so you have plenty of time. your gpa will never hurt your college application. College applications have all kinds of diff GPA. to be honest, your gpa is pretty high. So you shouldn't worry much. 3.9 is a very high gpa.
