What are the best technologies to create a blogging platform?

I want to start a blogging platform. There is a lot of information about what platforms to use to start a single blog, but what about a platform for blogs? I have heard of Wordpress , Mezzanine(Django) and some Ruby on Rails engines, but it is unclear to me if they can be extended to make a website that offers blog creation. Seeing that sites like Tumblr and Quora have made their own CMSes, what is a good option for a startup?
