If it was shipped by USPS, they do not actually deliver parcels and letters in Canada. They give it to Canada Post to deliver it. Since they say held while addressee is notified, that usually means that they let you know by leaving a card in the mailbox. But if you did not see one, maybe they forgot that or it got lost or dropped out. What I would do is go see your nearest post office and see if they have your parcel there. Bring the tracking info with you so you can show them. Also bring a piece of ID, like your health card.
