Both and neither. Russia is a European country, as it is partly in Europe. Russia is an Asian country, as it is partly in Asia. Russia is geographically best described as being in Eurasia. or Eurasian.. With most of the people living in the smaller European part and most of its area in the larger Asian part.

Geographically it's part of both continents with most of the land mass being on the Asian continent. Asia wouldn't be the largest continent if all of Russia was part of Europe. Politically and culturally, however, it seems to be more European than Asian.
