Does a civil society, by necessity, legislate against non-civil behavior?

I'm thinking, in particular, of open-carry laws that intimidate normal citizens, and include the threat of loonies taking guns to places where they can kill the greatest number. Civil society implies many mechanisms for resolving disputes, and protecting citizens from crime. Does carrying weapons openly reflect a civil society?

I've walked among hundreds of armed men and women all much more heavily armed than any open carrier in the United States and felt perfectly comfortable. Whether or not you are intimidated is purely an internal matter to you. If you see them loading the weapons, and pointing them at people, well then those people have committed a crime and deserve the consequences. A civilized and free society makes the division between unpleasant freedoms and behavior that is truly damaging. It doesn't attempt to add legislation simply because sheep are spooked. Living in a free society requires courage.

I agree with . The idea that one needs to legislate safety is ludicrous. Safety is all in the eye of the beholder. A civil society and a nanny state are mutually exclusive. One can not truly have a civil society if it is required. The idea that one must rely on police or other government agencies to protect anything other than their own interests is preposterous. If I were to assume the literal context, my answer would be yes. A person who openly carries a firearm has someone's safety to protect. If I were a victim of domestic violence. If I lived in a high crime area and children are being killed. In both of these scenarios there's no civil obedience or neither could occur. The civil society cannot be enforced and is nothing more than an ideal state we can aspire to realize. In all civil societies law must be enforced or it means nothing.
