Does sociology have predictive value?

The intention of the beginning sociologists was to be able to analyze and "build" the perfect society. Which is where Utopian comes from. However, the way in which you analyze each situation is where you will come to discover if it has predictive value or not. If you were to examine the structure from a functionalist point of view there would be nothing to predict. The structure would continue in its ordered fashion. However if you looked at the structure through the eyes of a Conflict Theorist you would be able to predict the eventual demise and recreation of the structure. In my opinion the predictive value of sociology comes from the way you interpret the structure.
