  You can't "block radio waves." It is possible to jam radio transmissions, but this is not legal anywhere in the USA, especially when you're jamming public broadcast stations. Due to something known as "the FM capture effect," your signal will need to be of greater intensity at the desired area of effect than that of the signal you're trying to block. Since FM stations typically transmit in tens of thousands of watts, you may find it quite difficult to jam a station if you are located anywhere near it, unless you're right on top of the intended target area. I built an FM transmitter as part of my graduate coursework in electrical engineering. It is not a project for the faint of heart. Homemade transmitters do not have the stability needed to reliably stay in a single channel.
