If you mean university when you say "college", then so long as you get your A levels, you are welcome to apply to bachelors degree programs in the US. The hard part comes to paying for it, since most US unis can offer little, if any, aid to foreign students. But some do, so it is a possibility. If you mean "college", as in "the place you get your A levels", then no. No UK style colleges exist in the US.
