    Chintan is right, but also, new skin cells are forming and 'pushing' away the old and damaged ones (scab).  This transition translates to us as itching.  Scratching is not recommended but gentle rubbing may help remove old cells and allow room for new ones.

Initially blood clots on/under your wound which prevents blood loss, now once that danger of blood loss subsides, blood starts to flow back restarting sensation which causes itching. Do correct me if I am wrong

Itchiness is a form of pain that is isolated to the surface of the skin. It's possible that the itchiness is just a side effect of the healing process. Does scratching prevent healing? I read not long ago that picking at scabs actually helps the healing process.

As we know that there are nerves in our body that response and changes when we have itching,it is a form of pain. In order to heal, new cells needs to be created..... In parallel  it should allow the old skin to get rid of the skin. So it itches... You may ask then why it doesn't itch for deeper wounds.... Touch and pain recipients are very high only on the surface of the skin.
